apart from checker... there is a plug-in for audacity which tells you how much to (de-)amplify your file to get it to a good level... it uses ReplayGain (a sort of standard of perceived loudness) and the recommended increase (or decrease) brings the file almost always to 89 db (+/- 0.5 db)...
